COMMUNITY SERVICES BLOCK GRANT (C.S.B.G.) The Community Services Block Grant Program (CSBG) is designed to provide a range of services which assist low-income people to atttain skills, knowledge and self-sufficiency. This program also provides emergency services. This program is funded through the Department of Commerce and Community Affairs. Fund Loan - Provides low interest loans to business for start up or expansion. The business must hire low-income people as a condition of this loan. Scholarships - Provides competitive scholarships to low-income students who are attending an Illinois college. Emergency Services - Provides food, shelter, medication, transportation in emergency situations. Christmas Projects - Food baskets and Adopt A Family Program in participating counties. Information \ Referrals - Provide information and referrals to link low-income people with various resources. Family & Community Development - Provides a program to assess a family's needs and resources and work with the family to devise a plan which will lead them to self-sufficiency. Additional Services through the Program - Clothing pantries; IDPA Shelter Program for emergency food, shelter and rent; and FEMA Program for emergency food, shelter, rent and utilities. HEAD START BCMW Head Start is a comprehensive federally funded child development program serving three and four year old children from low-income families. Head Start actively recruits and enrolls children with disabilities and is committed to the individualization and total inclusion of children with professionally diagnosed disabilities. Enrollment priority is given to children from families meeting the poverty income guidelines, however, special provisions also allow the participation of children with disabilities from families not eligible on the basis of income. Head Start operates under the Federal Performance Standards and is funded by the Department of Health and Human Services. The Performance Standards are categorized under Early Childhood Development and Health Services, Family and Community Partnerships, and Program Design and Management. Head Start classes and home Visits begin in September and run
through May of each year. Center and Home Base options are available
to provide services to the total family. Center base classes are
held Monday through Thursday and Home Base visits are held Tuesday
through Thursday of each week. Every other Friday the Home Base
children come into the Head Start centers for socialization and
learning experiences. BCMW Head Start serves Bond, Clinton, Marion, Washington and Franklin counties with an enrollment of 411 children and employees 97 staff. Children are introduced to the world around them through hands on learning and are encouraged to express their feelings and experiences. In addition, Head Start prepares both parents and children for entering the public school system. Head Start recognizes the importance of the family in child development. Parents an opportunity to learn about strengths and needs of their children and to be involved in the program planning and policy making. HOMEBUYER PROGRAM The Homebuyer Program provides assistance with down payments up to a maximum of $7,000 and closing cost not to exceed $1,500. It also provides funds to rehabilitate the property to bring the dwelling up to Section 8 Housing Quality Standards. The actual mortgage for the home is financed through a financial institution. The assistance for the down payment, closing costs and rehabilitation is in the form of a zero-interest, forgivable loan. Homebuyer applicants will be provided a mandatory workshop on the home selection, mortgage application, closing process, maintenance, budgets, and other related subjects. Applicants must be at or below the 80% area median income level, complete a Homebuyers Workshop, have satisfactory credit and provide a mandatory $1,000 down payment. Illinois Housing Development Authority is the program administrator and B.C.M.W. Community Services implements the program in Bond, Clinton, Jefferson, Marion, and Washington Counties. HOUSING REHABILITATION The Agency administers a housing rehabilitation program funded by the Illinois Housing Development Authority. The funds are used to complete major rehabilitation work on owner occupied properties in need of general repairs and/or necessary work to bring these properties up to local building code standards. Residents living within the counties of Bone, Clinton, Marion, and Washington are eligibile to apply. Income verification will be made. LOW INCOME HOME ENERGY
ASSISTANCE PROGRAM (L.I.H.E.A.P.) The Low-Income Home Energy Assistance Program (LIHEAP) is designed to assist eligible low-income households pay for winter energy services. LIHEAP will provide a one time benefit to eligible households to be used for energy bills. The amount of the payment is determined by income, household size, fuel type and geographic location. An overdue bill or cut-off notice is not required. You do not have to own your home or pay energy bills directly to be eligible for assistance. Your source of fuel does not have to be natural gas or electricity in order to receive help and emergency services may be available if your household is disconnected from an energy source needed for heating. PROJECT BREAD Congregate meals Provision of nutritious meals in a congregate meal site promotes better health and reduces isolation. Each meal served contains at least one-third (1/3) of the current recommended dietary allowance as established by the Food and Nutrition Board of the National Academy of Sciences. Each site providing congregate nutrition services will be available to individuals age 60 or older and to their spouses. Social, recreational and informational activities are also planned at most sites. Home-Delivered Meals Provision of nutritious meals to older persons age 60 or over, who are home-bound because of illness, physical or mental impairment or if otherwise isolated. Each meal delivered contains at least one-third (1/3) of the current recommended dietary allowance as established by the Food and Nutrition Board of the National Academy of Sciences. WEATHERIZATION PROGRAM Illinois Home Weatherization Assistance Program (IHWAP) is designed to help low-income residents save fuel and money, while increasing the comfort of their homes. The program is funded by the Department of Energy. The program is administered by the Department of Commerce and Community Affairs (D.C.C.A.) and B.C.M.W. Community Services is the local grantee for Bond, Marion and Washington counties. Who is Eligible: Owner-occupied properties whose household members income does not exceed the federal income guidelines. A household that has an occupant who receives S.S.I. or T.A.N.F. grant. Renters who meet the above criteria when the landlord accepts the terms of the weatherization contract. What can a home occupant expect from the program: Whole house energy audit Sealing cracks with weatherstrip and caulk Insulating attics and walls Repairing windows and doors Replacing windows Weatherization services includes having an experienced heating contractor examine your heating system.
